Multi-stakeholder Steering Group

The Multi-Stakeholder Steering Group (MSG) of APrIGF is a self-organised committee with members from around the AP Internet Community formed with the below objectives:

  • To support and ensure the proper conduct of the organizational work of the annual Asia Pacific Regional IGF,
  • To promote and encourage dialogue among all stakeholders involved with Internet governance related issues in the Asia Pacific region, and
  • To act as an interface between the Asia Pacific IGF community and the global IGF community.

The membership emphasizes the inclusion of multi-stakeholders and so is open to any interested individuals within the AP region who are committed
to:

  • The Organisational Principles of openness, transparency and multi-stakeholder cooperation,
  • Devote some time and effort in support of the APrIGF, and
  • Maintaining and demonstrating respect for all other members.

Gunela Astbrink has been active in disability policy, programs and research for 30 years and brings this experience to Internet governance. Gunela has organised workshops and spoken at national, regional and global IGFs as well as participating in NETmundial in Brazil. She serves as a member of the 2025 IGF Multistakeholder Advisory Group (MAG) and contributed to the WSIS+20 outcomes document. She was the founding Chair of the Internet Society Accessibility Standing Group and completed a term as Vice-Chair of ICANN's APRALO. A lawyer specializing in Intellectual Property and Technology Law and a Certified Information Privacy Professional/Europe, Pranav’s expertise lies at the intersection of legal frameworks, technology, and societal impact. His work is dedicated to fostering an open, globally connected, and secure Internet. Through fellowships with organizations such as the Internet Society, ICANN, and the University of Chicago, Pranav has cultivated significant expertise in multistakeholder engagement, Internet governance, and policy advocacy.
Pranav has designed and implemented capacity-building programs in collaboration with institutions like the Oxford Internet Institute and Sciences Po, achieving over 90% participant satisfaction. As an advisor to the Internet Society Foundation, he has empowered a diverse cohort of fellows to advocate for an open Internet at global forums like RightsCon and the UN Internet Governance Forum (IGF).
He has moderated critical discussions at the Global and India IGF, facilitating dialogue among policymakers, civil society, and industry stakeholders. His work has influenced national and regional policies, including contributions to the Draft Indian Telecom Bill and IT Rules 2021.
Pranav has also published impactful studies and commentaries on safe harbor provisions, intermediary liability, encryption, and online safety in leading publications such as The Times of India and The Indian Express.

Lennon CHANG

Dr Lennon Chang is Associate Professor, Cyber Risk and Policy, in Deakin Cyber Research and Innovation Centre and School of Information Technology, at Deakin University. His research interests focus on the intersection of law and technology, cybercrime and cyber security, co-production of cyber security, disinformation campaign and foreign interference, especially in the Indo-Pacific region. He is also working with governments and NGOs in ASEAN countries on research and training programs to build cyber security capacity and cyber security awareness.
Dr Chang is interested in researching crime and governance of cyberspace – cyber law, cybercrime, public-private collaboration, and co-production of cyber security. He is particularly interested in the regulation and governance of cyberspace in the Asia-Pacific region. His book Cybercrime in the Greater China Region: Regulatory Responses and Crime Prevention (Edward Elgar, 2012) is about the nature and range of responses to cybercrime between China and Taiwan.

I worked in IT services department of The Chinese University of Hong Kong (CUHK) for ~25 years (from 1985 to 2000 and from 2007 to 2017). This gave me very good opportunities to participate in Internet development in HK and in AP region since 1991, when I was heavily involved in establishing the 1st Internet link in HK with a 64Kbps satellite link from CUHK to NASA Ames via PACCOM Project. Besides, I was the technical leader of .HK operations. With a good team, I helped the development of .HK including moving it from US to HK, launching the registration service to the public, and spinning it off as a business entity. I even served as CEO of HKIRC (i.e. .HK) briefly in 2002-2003. Afterwards, I led the application of new gTLD .ASIA submitted to ICANN as the Interim CEO, along with the support of Edmon Chung (current CEO of DotAsia), until the approval by ICANN. I also served on the .ASIA Board until 2012.

On the network side, I led the establishment of Hong Kong Internet Exchange (HKIX) in 1995 which was one of the earliest IXPs in AP region. HKIX helps keep intra HK/Asia Internet traffic within HK/Asia. I led its operations from 1995 to 2000 and from 2007 to 2017. Now, HKIX is fully self-financed.

For serving non-profit organisations, I was elected multiple times to the Executive Council of APNIC for 18 years consecutively from 1998 to 2016 to help steer the directions of APNIC development. After I stepped down in early 2016, I joined APNIC in Apr 2017 as a Director/Senior Director dedicated on leading the Internet development work for the region. With a good Development Team, APNIC had achieved a lot in those ~8 years. I left APNIC in Feb 2025 during the reorganisation.

I also co-founded and served on other non-profit organisations including HKISPA (HK ISPs Association), ISOC HK (Chapter), HKNOG (HK Network Operators Group), APIX (AP Internet Exchange) Association and Peering Asia (an annual open Peering Forum for the whole AP).

He championed DotAsia Organisation as a not-for-profit organization and its mandate to promote Internet development and adoption in Asia. My professional interest in data governance led to my participation as a Fellow at both the Pacific Islands Chapter Internet Society (PICISOC) IGF 2024 in Wellington and the Asia Pacific Regional Internet Governance Forum (APrIGF) 2024 in Taipei. These experiences marked the beginning of my journey in Internet Governance and strengthened my commitment to multistakeholder engagement.

My work and interests closely align with DICT’s national mandate to lead Papua New Guinea’s data agenda, including the development of a comprehensive data governance framework and the drafting of the country’s first Data Governance and Data Protection Policy. I bring extensive expertise and leadership experience in journalism, media development, and human rights advocacy, which positions me to contribute effectively to the UNESCO Media and Information Literacy (MIL) Alliance Global Board. As the founding Editor and CEO of News Network, one of Bangladesh’s leading media-support NGOs, I have more than 40 years of professional experience across national and international media, including representing Inter Press Service (IPS) in South Asia from 2015 to 2018. Since establishing News Network in 1994, I have successfully led the organization and collaborated with international partners such as UNDP, UNDEF, UNESCO, USAID, NORAD, and DANIDA. I have secured funding and implemented over 40 projects nationwide. I have also organized numerous seminars, conferences, and roundtable discussions on issues of public importance, confidently managing these initiatives from planning through implementation.

My work at News Network includes designing and leading programmes on digital security, physical safety, and media literacy for journalists, youth, human rights defenders, and civil society actors. I actively promote inclusive democracy, ethical journalism, women’s participation in media, and social diversity, all of which align closely with the goals of the MIL Alliance. Additionally, I have edited and published more than 60 studies and in-depth reports on critical socio-political and human rights issues, providing evidence-based insights for policy and advocacy. I got re-selected as the first female President for the Samoa IT Association for the second time to lead the organization of IT Professions in Samoa as one of the nonprofit organizations that mutually provides ICT advise as a public voice of the ICT profession and the guardian of professional ethics and standards in the ICT industry, with a commitment to the wider community to ensure the beneficial use of ICT. I led the PICISOC in administering and co-hosting the PacIGF2023 at Brisbane and PacIGF2024 in Wellington and they were successful events in the Pacific for the Internet chapter. I involved alot in academic research and the recent one that I just presented was the deploying of the Online Proctoring system for the National University of Samoa.
